Bill Speir founded Health Policy Shop, LLC to assist companies and associations with their health policy efforts. Not every organization has the resources to maintain a fully developed government affairs department. Experience
- Created and managed a coalition of pharmacies and manufacturers to ensure patient access to biologics when state Medicaid programs were implementing the Covered Outpatient Drug Rule (CMS-2345-FC).
- Persuaded CMS to create a unique reimbursement for a biologic needed by patients with rare bleeding disorders.
- Passed legislation in numerous states to improve laws governing plasma donation.
- Defeated a bill sponsored by the New Jersey Senate Majority Leader for four consecutive legislative terms that would have taxed the sale of medicine.
- Passed legislation in various states that saves a sector of the biologics industry more than $40 million annually.
- Assisted in obtaining a unique federal Medicaid rebate for a certain biologic.
- Analysis of CHIP contracts led to more than $100 million in annual savings for Florida Medicaid.
- Advised Members of the Florida House of Representatives on both fiscal and substantive Medicaid issues.
- Developed a prescription drug program for the elderly prior to Medicare Part D.
- Decades of policy discussion experience with legislators, legislative staff, executive branch officials, associations, and interested citizens.
